Chris Foley

Chris specializes in entitlement, financial analysis and land acquisition. He has also co-founded Polaris Pacific – the number one new home sales brokerage on the West Coast, and will provide research related to the residential portions of this project.  Totomic, another firm he founded is a data science-as-a-service company for real estate, and will provide research related to the commercial portions of this project.  Ground Matrix is a new commercial real estate brokerage, which brings institutional skills to projects that are too small for conventional capital markets.  Ground Matrix will provide services related to funding and and commercial leasing for this project.

 

Notable projects in Chris’ career include adaptive reuse of a historic church that had been vacant for 30 years, including a seismic retrofit.  The resulting project combined Historic Tax Credit/New Markets Tax Credit financing structure to create a solution that would not have been possible using conventional funding techniques.  Recently, Chris and his team created The Market, a combination grocery store and food-hall, in the Mid-Market neighborhood of San Francisco.  The adaptive reuse project provides access to high-quality locally-sourced foods and freshly prepared meals. The Market also dedicates a percentage of its floor space for smaller vendors to operate independently within its walls.  The Market was recognized by the city of San Francisco for partnering with the Office of Economic Workforce Development to hire over 50% of the initial labor force through nonprofit partners such as Goodwill.
